The EU and Germany Contribute €3.5 Million to Digitally Transform Institutions in BiH

EU4DigitalTransformation Conference: A New Era for Digital Transformation in Bosnia and Herzegovina

On December 11, 2025, Sarajevo hosted the exciting “EU4DigitalTransformation” conference, a pivotal event dedicated to unveiling a substantial digital transformation initiative designed to elevate the digital capabilities of institutions in Bosnia and Herzegovina (BiH). With a project budget of 3.5 million euros, this endeavor brings together the European Union and the Government of Germany, marking a significant investment in the nation’s digital future.

Strengthening Institutional Capacities

One of the cornerstone objectives of the project is to bolster the digital capabilities of 58 institutions across the country. By equipping these organizations with improved tools and systems, the initiative aims to lay the groundwork for the creation of a robust digital identity framework, enhance data management strategies, and bolster cyber security. This foundational work is essential for navigating the modern digital landscape, where threats and opportunities are ever-evolving.

Upgrading Public Services

Over the next 30 months, the project envisions a series of targeted reforms that are designed to enhance transparency and efficiency in public administration. Arend Müller from the German Embassy articulated the significance of digital transformation as a “fundamental reform.” His emphasis on the collaborative efforts shared between Germany, the EU, and Switzerland underlines the international commitment to promoting economic development in BiH. Additionally, the EU Delegation’s Magdalena Mueller-Uri stressed that facilitating access to European funds is a vital aspect of this project, propelling the digitalization of public services closer to reality.

Advancements in Digital Identity

Another exciting announcement during the conference was made by Almir Badnjević, the director of the Agency for the Development of Digital Society (IDDEEA). He spoke about the imminent completion of the second phase of the “digital wallet” project, which aims to empower citizens with secure and efficient access to essential services. Coupled with this, the collaboration with the Council of Ministers will provide communication equipment to enhance connectivity among 75 institutions, a critical move towards fostering a more integrated digital landscape.
