For more than a decade, San Jose has prided itself on maintaining one of the leanest local governments in the United States, especially considering its significant population of nearly 2 million residents. With around 9,000 staff members, city employees undertake a vast array of services—from processing parking permits to putting out fires. Yet, this lean structure, while commendable, has also contributed to exhaustion among staff.

Caines highlights a troubling trend: many employees opt for nearby positions that offer similar pay but less workload. To address this, the city is committed to harnessing cutting-edge technology that can alleviate our teams’ burdens.

The Power of Generative AI

In a bold move towards modernizing city operations, San Jose recently released a request for proposals (RFP) for a generative artificial intelligence platform.
